Siemens makes a power relay model #3TG1001-0BB4 that has a toggle switch on the front...looks like 1 or 0... I am assuming power on and off...would that be correct? Why would it have an on or off...could this switch mean
something else?

It looks like a flag to visually indicate when the relay has pulled in.

Could be a manual on off for troubleshooting. Use care if induction load connected. May flash on you if turned to on and load is bad or shorted.
I could not find the exact relay with your part #. I don't read German.

I downloaded the detailed sheet and still can't tell. I believe it's an integrated overload protection breaker.

It is listed (in english) on page 30 of the pdf document provided by the link from "cinner".

No overload protection, just simply a relay/contactor with a visual indicator to indicate whether it is "picked up" or not.
The small tab can be used to manually "pick up" the contactor but is not intended for this purpose.
