Definitely looks like a 3 phase panel with a missing lug to me.

CH single phase panels use the same insulator and bus support, but the feed lugs are always on the 2 outside positions. Notice the burn marks where the lug used to be...

All 1Ø C-H panels I have seen use the center and right side for the lugs, if done that way it uses less copper for the bus stabs.

looks like quite a pile of dust or ashes? under the missing lug?
where is it normal to use yellow for nuetral?
