John, the fact it might very well pass a rain tight test has nothing to do with how I feel about it.

As Greg mentions rain can often be much more then 15 degrees.

What kind of weather is usually happening when someone needs to use a generator inlet?

I agree the code does not require a bubble cover but I might choose to exceed the NEC to make sure (or at least give a better shot) the cord connector stays dry during the storm the HO is expecting to use the generator in.
