I found this as is in Chicago near Millennium park. The three days I was there it was never covered or anything. The surrounding lights all worked at night so it's fair to assume this was live come dusk.

Wonderful!! Another example of public works at it's finest.

At least they taped up the split bolt connectors...

I hope this was reported to the proper office...

Yikes! This looks like a nice trap for someone wearing sandals.... tape doesn't hold up too well in the open air and sun.
