Electure, Asheville NC does the same thing.
I also think it is a good idea.

Paul, there are still some parts of the states that are just about like that.

I live in Oregon, Washington County, just outside Portland. The county allows homeowners to do Electrical as long as they get a permit and inspections and are the occupant AND don't plan on selling within the next year. I like the idea of the Homeowner test, it would still not weed out those who don't have a clue and don't get a permit.
