I'm replacing 60 a. with 100 a.panels in a two family home is it permitted to use a 2/0
service cable rated at 150 a.to feed the meter channel or do I have to use a 4/0 200 a. cable.

I see this as a 200a service, 2/0 cu or 4/0 al. The multifamily break in 220.32 starts at 3 units
