Can anyone direct me to anyplace in the NEC/FAA that deals directly on the lighting and/or equipment requirements for a helicopter landing pad located beside a hospital?

Hi.

Try visiting http://www.faa.gov/

Click on Search (it's under the word "Administration" at the top of the page).

Type in +"Heliport Lighting"

There is a .doc file that should have all the details you need from the FAA's point of view.

As to the NEC, the folks here should be able to help you.
