It worked for them in the past. Just look at the feedback. I found at least 3 200 amp upgrades sold for $700 in Nov & Dec. Seems too cheap for an upgrade. How much can they be making in the end? Do they just have no work and are tring to keep there people busy? Notice it says payment must be recieved 3 days after auction not when work is done.

The service upgrade is listed under home and garden electrical materials. Like the homeowner is shopping for a used panel and finds this company. To me it seems like they are marketing to the wrong type of customer. But it is cheap advertising.
