Same thing in Sweden and the other Scandinavian countries, but it was worse twenty years ago. Personally, I find myself closer to the talibans than the western views when it comes to crime fighting. I think the threat of getting you hand cut off is a better deterrent than three months in a luxury prison... The cells have cable tv and what not.
