SJT, inspectors like you are the problem in construction today. 90-4 allows ONLY for interpretation not Code writing. Why have the NEC if all that mattered was doing everything that the inspector wanted. You are in for a rude awakening if you think you will have that much power as an inspector. Another case of the "I think I'm God" syndrome.

Picture this....Maam I'm truly sorry that your son died,but that $7 gfci wasn't required ! Sometimes you've gotta use common sense and remember that the code is minimum.If you feel that something could possibly fall into the sink while plugged in,treat the area as a wetbar.

As an AHJ, I would only require what the NEC states. If you want to put the extra GFCI's in then more power to you. However sec. 90-4 doesn't give me the right to write my own code. I am suppose to enforce the NEC as I see it written. I can not allow my feelings get in the way. Would I put the GFCI there, well maybe. However I can't force you to do it my way because I think that my way is better.
