you can use the closer of the two or both.If you drive a new rod it will still have to be bonded back to the building grounding electrode system

I've been looking through several of my 2002 NEC Handbooks. So far I have not found an exception for a separtely derived system. It seems as if whenever a metal water pipe is the grounding electrode for a building a supplemental ground must be used.
