The PoCo operate that public lighting system themselves. So they change bulbs using a totally isolated "cherry picker". Makes it easy [Linked Image]

Just a bit of back-up here, from a guy that does this sort of work.
A fully Insulated EWP (Bucket Truck) insulated to 66kV, is the norm here, even with Street-lighting working, but we use it for normal Operational use too.
In the top pic, I can pick 3 Phase+ a Neutral + a Pilot wire for the Street-lighting.
Interesting Line tensioning systems though.

Do you know if all the street lights are still actually controlled by the 5th wire? That system has pretty much gone from Britain now, the only signs that it existed being the extra insulator which was left behind on some poles after the 5th wire was removed.
