Yes, some of the advertising and/or sales pitch doesn't make it completely clear that the adapter only adapts the plug types, not voltage and frequency.
At least some of the chargers and power packs for cell-phones, electric shavers, and so on are now designed to automatically adjust for any input in the range of about 90 to 250V. That should help prevent a few mishaps.
