I never did find my friends picts, but this was much more interesting. I'm guessing it's a rental property on the beach, that couldn't be live could it?

Very close. good find though.

Obviously there is no power in that batch. it doesn't look like this meter has been bypassed. the mains side could well be alive.
imagine the steel chair frame shorting phase to case

Unless my eyes are deceiving me, it looks like there may be a glass cover there, another guess is thats it is being installed, notice neutral lug is sans conductors.

What's that twist-lock photocell for (to the right of her head). That one looks like it was made back in the 1950s or 1960s. (I used to have one like this as a kid from the local power company. It was on the light in front of my old house)
