Nice cookup, find it here in NZ too on Streetlight circuits especially in newer subdivisions when contracts nearing the end.
and work gets rushed a little to make the deadline
Almalgamating tape and line taps on neutral screened cable, chucked straight in the ground.

Think that is bad... we stopped a local landscaper TWICE from trying to patch a conduit AND conductors they damaged with masking tape and garden hose!!!. It was a "347V" circuit that was live too!

I have learned the hard way several times why you don't trust landscapers, general contractors or ANYONE else to repair the electrical stuff they break.. My favorite nightmare was an 80' run of pipe from a panel to a swimming pool pump that changed from 3/4" to 1/2" somewhere in the middle. Pulling it was a, ehm, *female dog*
