For the record, the top photo has been flipped 90 deg. when it was transplanted here. The fuses are horizontal, but that has never made a differance in any piece of equipment I've ever worked on. I may keep these and experiment on the fuse when I get the time. If this failure could be detected early with an ohm meter it might just pay to do a little preventative checking. Let see 71 airhandlers 9 fuses each....639 fuses over 1001 square feet of roof. If you don't factor in the fire alarms, much less trouble to just let'em toast! (just kidding)

I would do as Radar said.Put an IR gun on it while loaded.And it's a good idea to check all of the units while your at it.We do thermographic pictures of everything over 480 as a bi-yearly PM.It does look and sound like a defective fuse though.Some times the element drops into the silica and still conducts.I've seen 600V fuses pass 120v and open when you pull it.In 12 years we had a 400 ton chiller plant do this three times and had EE's check it every time and never find a problem.

Looks like loose fuse clip to me fellas.
I check fuses for a snug fit when i replace them. If the fuse is loose in the clip I usually remove the fuse and give a little squeeze with needle nose pliers, replace fuse and call it good. Don't forget fuse cost plus labor.
