This is the basement of a motel # 1 is the dry well pump wiring #2 is conduit into a bashed in hole filled with romex # 3 is a nice big water pipe under the two panels and # 4 is what looks to be recent plumbing in front of these two panels.

I wouldn't worry too much about this guy not knowing the electric code....he doesn't know the plumbing code either!

That "t" fitting is a 'sanitary tee', illegal to use this way....he should have used a 'combo tee', which has a much greater sweep to the 'top' part.
