Ok, I think I finally see it. It looks like there might be a slight violation on a few of those cables. Less than 6" of free conductor.

Those are Power Distribution Blocks. They're often used in machinery control cabinets, right after the main disconnect. The smaller wires are run to individual fuses or C/Bs.

Ironically, the 3 pole model costs, by itself, just about the same amount as a small load center and 8 single pole C/Bs

I see only one violation..... Well err.. let me rephrase that? I only know of one violation that could be there..... And that would be energizing this mess!!!!
