It just amazes me, did a Power company put the seal on this?????
Even if someone had some seals (I do
) you would think the meter reader would take note.
I would be afraid to touch this at all, for fear of shocks or causing it to 'light up'!
I do not think we are looking at liquid-tight unless the plastic all melted off, (very possible) I think it is FMC entering into a SS EMT connector!
I wonder if there is a bonding busing on that FMC/EMT adapter......?

As for the 'missing ring' this at least is a 'ring-less' meter socket, in my area these have been required for quite awhile. They are much more secure than the ring type especially if the POCO puts their lock on the cover.
Now is the meter itself upside down?
I can not tell, I really wonder which way it spins, do they get a bill or a credit each month?
This should really be reported to the AHJ and the power company.
