Meter is definitely upside down. Tag seal latch is always on the bottom. Who's the goofus bonehead that pulled this off and wasn't the City Inspector involved. What a hack!

Yup...been to Tijuana...back in 2000...wires coming up out of the ground from a light pole with open splices and wires roped to the pole just high enough so people could walk under them.I didn't dare touch anything metal.

Also remember the warning signs on the highway on the way to Tijuana depicting a Mexican family fleeing across the highway...probably scared to death of the countries wiring [Linked Image]

Just to clarify Indcom's statement:

Meter is NOT upside down.

Meter BOX is, however.

And I've also seen "Tijuanese" wiring. Same jury-rigged stuff I run across here as a causal observer in New York City.

Why should things be any different anywhere you go.

Thanks Sven [Linked Image] A hack is a hack, regardless of where they are.
I inspected some new work in TJ that was every bit as good as any of the stuff I've seen here. They're getting better, even though they've still got a long way to go.


I posted that CPE was not in Mexico, but I was wrong...one more time. I just found a pic I had from Mex with CPE written on the meter...Sorry [Linked Image]

The upside down meter socket was in puerto vallarta mexico. I was walking by and had to take a picture. The meter was in right side up, weather they get a bill or a credit is unknow.
p.s. When we walked back I walked on other side of the street.
