I just had a look at the current California driver's manual at the Calif. DMV website.

There's nothing beyond the usual parking rules that would help explain this weird sign, but I did find this entry under "More rules to know" :

Hey, they used to have PSA's (Public Service Announcements) from the PoCo in the UP (northern Michigan - Upper Peninsula) advising hunters to not shoot the insulators on the power poles when they got bored (or drunk).

It might be easy to obey the 10-hour parking rule, but what would you do here if you were trying to get to US-202 ?
