These photos where taken in a coffee shop parking lot, there was a thin wire rope between poles and UF or NM was tie wrapped to it. At this point most of the tie wraps had failed leaving the cable at about 7' above grade.

As far as I can tell if this is UF it was code compliant.

396.2 Messenger Supported Wiring. An exposed wiring support system using a messenger wire to support insulated conductors by any one of the following:

(2) A messenger with a field-installed lashing material for conductor support
