Those look like some kind of strain reliefs used to attach the wires to the insulator rack (I wonder which one is the neutral?). Our community theatre electric service has something that looks exactly like this. What comes to my mind is how far this ancient service is from the windows or the fire escape.

Those air conditioner condenser units perched carefully on the edge are a nice touch, too... [Linked Image]

Lowest one should be the neutral, this old stuff is still around in a lot of areas, don't know if I can still dredge up a detail of it, but if I can I'll pass it along.

Probably just telephone lines, or maybe just for the fire alarm system...no biggie.
