Reminds me of a office building I used to do work in (built 1979), they ran romex to 1 and 2 gang plastic nail on boxes, then holesawed the sides of the boxes to run 1/2" flex w/ 2 conductors to fixtures, anytime I touched T-bar and gas line, got bit.

Some were repaired as tenants moved out and remodels occured.
