I hate to be the devil's advocate here ... but I'll bet that sump hole was there before the electrician. How come we put the panel there? Are we the bad guys this time?

That's what I was thinking. Then I went back and saw the SE cable in front of the waste water pipe and knew it had to be the electricins fault. The duplex receptacle for the sump pump is also odd. The electrician should've done it the right way first, this way he wouldn't have wasted time and money doing it the first time.
