It looks like everything on ther feed side is a neutral and most of the "load" conductors have been reidentified as neutral. It should be a really safe box. By color code, there are no live wires in it!

If this panel was oversprayed before the breakers were installed, i bet they're really making good contact with the underlying busses. [Linked Image]
