in few apt complex they use the second meter for waterheater but some case and i say some case they used that for electric baseboard heating too but really honestly for many years went by most poco disconuted the off peak rate meter now if they use the off peak meter useally a specal electronic meter and most meter i do see it here have electronic meter it can send the singal thru the radio waves or thru the power lines i am not sure which is which they used that and they can pinpoint the peak reading the same thing with commercal metering too it work the same way too

The second meter is/was for the water heater.....a leftover from the days when the "all electric" house was encouraged, and water heaters were charged a different rate.
The different rate has since left us, and these second meters are disappearing as services are upgraded (usually at the insurance company's request).
The new service would be done the way Joe's artwork shows.
