It appears a violation list would include:

230.6 [unprotected {no OCP} conductors inside of building]

230.9(A), 230.9(B)

230.24(B) [ porch is final grade], 230.24(C)

230.50(A)

230.52

230. 54(C), 230.54(E), 230.54(F)

230.62(B) [ dosen't appear the W/head box meets the criteria of the laundry list ]

Can't speak for the AHJ's in Mass., but that would not get a cut-in card here. IF the porch was "added" "after-the-fact", and that nice little box was fabricated over the heads, our Utility Co's would cut it at the pole. Hey Harold; what do you think??

BTW: There is not that much "political correctness" in NJ for this.

If it is Massachusetts perhaps this was a fix for a snow and ice problem. It looks like the eaves above the "mystery box" are rather short. Maybe snow, ice, and water was getting into the conduit (once the gutters froze up). I bet they experienced "the annual removal of the service entrance via very large ice chunk" one too many times.

Dare I ask what's under the box. It looks too small to have meters under it. There's two conduits out the bottom? Anyone got a guess. I've never seen this before.

"Come on over we're having a porch party.... you can read the meter while you're here."

I'm willing to bet the "box" is to hide the service heads, and the "ugly" bunch of spliced wires. It's probably a two meter service, two heads, (hence the two pipes exiting the bottom of the "box") and the meters are probably "under" the porch roof that we see.

I don't know other areas, but here in NJ you cannot cover any of the service (heads, conduit, meter) before the load side of the meter.

Just goes to show you that the more eyes the better it gets!

I took this picture last year in Marblehead, MA and never saw that wire!
