.... and its missing the meter socket cover so its not ready for a cutover, and it does not have the point of attachment installed for the service drop!

I can't speak for the whole state, but in this part of TN no conduit no power, no exceptions. They do allow emt but prefer rigid to go through the roof to support service drop weight

Probably not a violation, but it doesn't seem they'll get much current to the house if there isn't any wiring connecting the meter can to the panel inside... [Linked Image]

A grounding conductor for the ground rod would be nice, too (even if this is a mock-up).

Ok now we're getting silly. The point is that this is totally acceptable under the NEC. The fact that some people may or may not prefer this method is completeley irrelevant.
