I can use #4 because the work is still being roughed-in but I was just curious because the piping is NOT being used as a GEC it is connecting to a EGC is it not?

Then this would be based on the largest ocpd which in this case would be a 30A for a water heater.

Or am I doing something else?

I guess then there is no way you can EVER connect to the CW/HW piping with a ground other than a #4, #6 and or a #8 solid for bonding whirlpool tub pumps?
