On a job I am doing, the building inspector(not the electrical inspector) is requiring us to bond to the cold water even though it is PVC in the ground. The only requirement that I know of for a cold water is to bond it as a grounding electrode, but since its PVC that doesn't apply. Is there any section of the NEC that just requires cold water to be bonded?

Worst part is that this is actually 4 suites, and he wants all the suites bonded. We are bonded to building steel and the ufer, which satifies grounding electrode requirements of the NEC.
