The lugs in the Meter would have to be listed for mutiple conductors, the panel would have to be located in close proximity to the existing panel and have a main or no more than 6 breakers combined in the panels (with an exception for TVSS) see 230.70 thru 230.73.
It would not be treated as a "Sub-Panel" but as a Main panel
