The electric utility in a large city installed another service on the site of a large, existing customer. This additional service, installed several years ago, was intended to be used for a new facility, which has never been built. The service conductors are mounted on 30 foot utility poles on county property. The run length is about 100 feet.
These wires are "energized" at 480VAC/3P/4W from a 1500KVA pad mounted transformer. The wires have never been terminated to anything and the copper ends at the end of the wire run are clearly visible from ground level. The end of these wires are just dangling from the last pole. The ends are about 20 feet above ground level.
I know the utility does not work in conformance to the NEC, but to another electrical safety code. But, are the exposed live wires legal?
