if the home owner is getting the permit then there is no way to know if the work is being done by someone qualified. IMHO only the licensed tradesman, should be able to sign out a permit.
I hope the money they aren't spending on a building department is being spent on the fire department, or at least to lower taxes to offset the higher insurance premiums. [Linked Image]
