The reality in the US is that the cops don't care about property crimes unless you steal billions and that is a recent thing.
They will spend hours in the bushes to catch someone 10 mph over the speed limit and someone smoking damn near anything these days will have the full weight of the government down on them but if you actually caught the guy stealing your fan the cops wouldn't do anything.
