We call the type of fan you describe simply an 'Exhaust Fan'
Over here (US) even in our areas where Licensing is required there is still an exception for homeowners to do some things within their own homes. They sometimes need to take a competancy exam, but generally not.
I see Licensing as helping to protect everyone. A homeowner that does their own work has the responsibility for the consequences, but what about the innocent (others living within the house) or the unsuspecting visitor, adjacent neighbors or next Homebuyer? Licensing and Competancy tests help protect them too.
