I know it's not exactly what you're looking for, but Klein makes a Phillips screwdriver (I think it just comes in the #1 size) that has a little post on the handle.
You stick the end of the wire between the shaft and the little post and turn and the tool makes a neat hook in a piece of solid
#14 or #12 so you can put it on a device's terminal screw.
