If I have a 60 AMP panel or device on 60 AMP breaker, and the wires are 2/0 RW90XLPE feeding the panel or device, do I size the ground for panel or bond for device by the wire size or by the panel rating/breaker size or, if it's a device, by the breaker size of that device?

I know for a panel, min size for ground is #6. So for the 60 AMP panel, I'd need at least that. But that is still well below the size needed to ground 2/0 rated wire.
Or a bond for 2/0 rated wire running from a 60 AMP breaker to a device.

I just don't know if I am supposed to size grounding or bonding by the size of wire ran or the breaker it is on. I would hope by the breaker size.
