When I worked in PS territory, we always had to fill out a PSI or a preliminary service inspection in order to get a meter pan and turn the service on. Though it has been a dozen or so years that I was out in the field. JCP&L also wants a typical layout when they go to hook up a new service for the first time. They will give you a "DR" number or "R" #. You give that to the AHJ when he sends in your cut-in card.
