Your outlined install is acceptable. Bonding to the bldg steel is sufficient for a SDS, bonding to the metal water pipe via a jumper from the steel is acceptable.
As to being in the area the xfr serves, that is preferred, but...not mandatory. A check with the local AHJ will provide the correct yes or no.
