With a 15 amp rating, this motor will draw a starting inrush current of 45 to 75 amps. It is not surprising that the 20 amp breaker trips. This motor is permitted a breaker rated at 250% of 15 amps.
2.5 X 15 = 37.5 amps. Try a 30 amp breaker.
