I have to ask, how could the inspection be made without the equipment 'in-place'??

Example: New resi, no HVAC cu's installed, no final inspection! I need the nameplate data to determine correct OCP and conductor sizing.

Yes, the EC takes a few 'shots' from other trades. Communications lacking between the trades; horray for me & tough for you attitudes, poor supervision by the GC/job super/builder.

Poor communications, or worse none at all can lead to expensive rework. That's another thread.
