The ballast label will tell you if removing one lamp is ok. 89VA per ballast is not bad (VA, not w).
You might consider the higher efficiency T8 lamps now available at slightly higher cost. Do the math to see if they really pay in your application.
If your ballasts are doing so well, leave well enough alone.
