A contractor in CA can only do the design/engineering if his/her company performs the work.
Nothing in this section is intended to imply that a licensed contractor may design work which is to be installed by another person.
If the contractor cannot perform the work, the option is to get another EC to design and engineer the job, or get a PE to do so.
