This sounds just like Project Aqua here in NZ, started by Meridian Energy.
Folks there did not want a new dam and new Hydro scheme created near where they were.
It would have bought new workers and money to the area (which has seen a rural down-turn in years past and it would have given them a real source of water in drier months).
But don't worry about these people, they like to cut off thier nose to spite thier face.
80% of the folks that live there, live off of Government hand-outs.
Yay!, farming.
