Harold, yes there will be breakers either inside the "unit" or directly outside the "unit". I am thinking it will be better on the outside, even if there is not anything wrong according to Code for it being on the inside. If something actually goes wrong while the tenant is not there and the panel is on the inside, it means that the locks on the door will have to be cut to get access to the panel or "run" 200 ft. to the Main panel.
