I really can't see the point in restricting what people can and can't buy either. It makes absolutely no sense!
However, you can reasonably restrict what DIY work people are allowed to do.
It's my personal view that it should be absoltuely restricted to work on final circuits only.
The UK would be far better off looking into ways of getting rid of the Wylex rewirable fuses and making sure that RCDs are installed universally.
Does anyone actually analyse the weak points that actually cause problems before they legislate?
