Rozetka is a socket, komnata means room and kvartira is a flat if my memory serves me. Something along the lines of "In every room of your flat" maybe?

Maybe an old wire radio system? Sweden had a wire radio system. The government felt it was a great idea as the citizen then couldn't listen to foreign channels that might critize it...

(The fact that the phone book for the Latvian capital Riga was in Russian couldn't have been lost on the Latvians. Latvian is written in the latin script.)
