Soft thermo-plastic....they don't shatter, though.
The ABL-brand Schuko plugs I have here are all a rubbery, flexible material for the husk with a stiff black plastic (almost like nylon) for the dead front. Very good quality things. EXXX-PENNN-SIVE though!!!
