We actually have a whole Code of Practice covering this sort of thing.
It's called NZECP 21.2 and it has a very stern warning at the start of it:
Razor or Barbed wire shall NOT be used for Electric fence elements.
There is also a section about putting warning signs on the fences to warn people that the fence is live.
